On the portal, step by step
The EIS certification portal is eis-cert.bir.gov.ph. Providers who have been through it describe these steps:

- 02 Create an application For your invoicing system (CAS type).
- 03 Get your keys An application key and a signing key pair. Keep the private key safe: it is shown once.
- 04 Run the tests In BIR’s test environment. 5 tests (7 with callback)
- 05 Request the certificate BIR reviews your test e-invoices.
The tests
| Test area | What it proves |
|---|---|
| Sign-in | Your system can authenticate with BIR’s EIS |
| Sending e-invoices | It can send correctly signed and encrypted e-invoice data |
| Checking the result | It can ask BIR for the outcome of what it sent |
| Callback (optional) | BIR can call your system back with results: 2 more tests |
Good to know
- Put the six-month deadline in your calendar the day your PTI arrives.
- The keys belong to your business. Store them like a password; a provider should never ask you to share them in an e-mail.
- The portal's own downloads (JSON format and API guide) are the reference for everything technical.
How PrimerLedger helps
BIR e-invoicing tracks your PTI date and the six-month EIS Certificate deadline, with reminder e-mails 60, 30, 14 and 7 days before. When you have your keys, a step-by-step screen runs BIR's certification tests from PrimerLedger: your keys are stored encrypted and never shown again. See which permit do you need?
